Petition for the Republic of Korea to Execute Diplomatic Protection in Behalf of North Korean Refugees in China

  중국 내 북한 피난민들을 위해 대한민국이 외교적 보호를 실행할 것을 촉구하는 진정서

We call on the government of the Republic of Korea to exercise their right of diplomatic protection immediately in order to save the lives of hundreds of thousands of North Korean refugees in China.

  우리는 대한민국의 정부가 그들이 지닌 외교적 보호에 대한 권한을 중국에 있는 수십만 명의 북한 피난민들의 삶을 구하기 위해 당장 행사할 것을 촉구한다.

Hundreds of thousands of North Koreans have been forced to escape to China in order to survive. 100% of these North Koreans are refugees as defined by International Law due to the fact that North Korea criminalizes and savagely punishes exit from the country.

  수십만 명의 북한 동포들이 살아남기 위해서 중국으로 탈출해야만 한다. 이 북한 동포들의 100%는 국제법에 따라 피난민으로 정의된다. 북한은 자국을 탈출하는 것을 범죄화하며 잔인하게 처벌하기 때문이다.

Refugees when caught and forcibly returned to North Korea suffer inhumane torture, imprisonment in concentration camps and are executed. The babies of repatriated pregnant North Korean women have been summarily killed through brutal forced abortions and infanticide for being part-Chinese, a clear violation of the UN Genocide Convention.

  피난민들이 발각되어 북한으로 강제로 송환될 경우, 이들은 비인간적인 고문의 대상이 되며 정치범 수용소에 감금된 후 처형된다. 강제 송환된 북한 피난민 임신부들의 아기들은 중국인 혼혈이라는 이유로 잔인한 낙태와 영아 살해로 죽게 된다. 이는 UN 제노사이드 (집단 학살) 조약에 명백히 위배되는 것이다.

China, in flagrant contravention of its obligations under the UN Refugee Convention, its 1967 Protocol, and the UN Convention against Torture has systematically denied the office of the UN High Commissioner for Refugees access to the highly vulnerable North Korean refugee population and continues to hunt down and forcibly repatriate North Korean refugees in Chinese territory. China refouls (forcibly repatriates) an estimated over 5,000 North Korean refugees every year; tens of thousands of innocent North Koreans have been killed and innumerable families torn apart as a direct consequence of China’s inhumane, illegal and unjustifiable policy towards the North Korean refugees.

  중국은 UN 난민 헌정과 그에 따른 1967년 조약과 UN 고문 금지 협약에 대한 그들의 의무를 노골적으로 위반하며 UN 난민 고등판무관이 심각한 위험에 노출되어있는 북한 피난민들에게 접근하는 것 자체를 시스템적으로 거부하고 있으며 계속적으로 중국 영토 내의 북한 피난민들은 적발하여 북한으로 강제 송환시키고 있다. 매년 5000명 이상의 북한 피난민들이 중국에 의해 강제로 북한으로 되돌려 보내지고 있다. 중국의 이러한 비인간적이고 정당화할 수 없는 정책 때문에 수만 명의 무고한 북한 동포들이 살해당했으며 셀 수 없는 가정들이 갈갈이 찢어졌다.

60-70% of the North Korean refugees in China are women, 70-80% of whom have become victims of sex-trafficking and horrific abuses. Tens of thousands of North Korean women have been trafficked into sexual slavery and are suffering unspeakable crimes in China today. Their children conceived through rape are considered stateless in China and are extremely vulnerable once again to abuse, sex-trafficking, and abandonment. Furthermore, innumerable North Korean children who escaped from North Korea with their parents have become orphans because one or both of their parents were found by Chinese officials and forcibly repatriated. These Korean children also usually end up homeless or become victims of exploitation.

  중국내의 북한 피난민 중 60-70%는 여성이며 그 중 70-80%는 성적 인신매매와 끔찍한 학대의 희생자들이다. 수만 명의 북한 여상들이 중국 내에서 성 노예로 팔려가며 차마 입에 담기도 힘든 범죄의 대상으로 고통 받고 있다. 강간으로 태어난 그들의 아이들은 중국 내에서 무국적자로 취급 받으며 또다시 학대, 성 매매와 유기에 노출되어 있다. 또한 셀 수 없이 많은 북한 아이들이 그들의 부모 중 한 명 혹은 두 명 모두가 중국 정부에 의해 북한으로 강제송환 되어 고아가 된다. 이 아이들은 대개 길거리를 전전하거나 착취의 희생자가 된다.

Hundreds of thousands of Korean women and children, and all North Korean refugees in China have been failed by the international community and are desperately awaiting a decisive intervention by the political leadership of the Republic of Korea. 

수십만 명의 북한 여성과 아이들, 중국에 있는 모든 북한 피난민들이 국제사회에게 버림받았으며 이들은 대한민국의 정치 지도자들의 단호하게 개입해주기를 절박하게 기다리고 있다.

According to South Korea's constitution and national law, North Korean refugees are full citizens of the Republic of Korea and thus it is the inescapable responsibility of the South Korean government to intercede forcefully with Beijing and successfully bring to safety their citizens. 

대한민국의 헌법과 국법에 따르면 북한 피난민들은 대한민국의 온전한 시민들이며 이는 베이징과 강제적으로 중재해서라도 그들의 시민들을 보호해야 할, 회피할 수 없는 의무가 남한 정부에게 있다는 뜻이다.

Currently 33 North Korean defectors are being held in a Chinese prison awaiting to be repatriated to their death. Among the group includes a 16-year-old boy with an older brother in South Korea and a 19-year-old girl whose parents are currently living in Seoul. If sent back to North Korea, they will surely be tortured and killed because of Kim Jong Un's vow to kill three generations of family members of anyone who tries to leave the country.지금 이 순간 33명의 북한 피난민들이 중국의 감옥에 갇혀 그들의 죽음으로 강제 송환되는 것을 기다리고 있다. 그들 중에는 남한에 형이 있는16살의 소년과 서울에 부모가 살고 있는 19살 소녀가 있다. 이들이 북한으로 되돌려 보내진다면 나라를 탈출하려는 자는 삼대를 멸하겠다는 김정은의 선언에 따라 틀림없이 고문당한 후 살해될 것이다.

We demand the South Korean government, on both the political left and the right, who claim to be concerned for the human rights and welfare of their people to intervene in China immediately and halt the repatriation of the 33 North Korean defectors and effectively bring them home to reunite with their families in South Korea and not die. 

우리는 남한 정부에게, 인권과 국민의 안전을 염려한다 자청하는 좌파와 우파 정치인 모두에게, 당장 중국에 개입하여 이 33명의 북한 피난민들이 북한에 강제 송환되는 것을 막을 것을, 그들을 집으로 데려와 남한에 있는 그들의 가족과 다시 만날 수 있게 할 것을 요구한다.

We demand that the Republic of Korea intervene in China immediately and effectively bring home hundreds of thousands of its citizens who are being victimized and exploited in the most bestial, barbaric and inhumane manner. 

우리는 대한민국이 당장 중국에 개입하여 극도로 흉포하고 야만적이며 비인간적인 학대와 착취의 희생양이 되고 있는 수십만 명의 대한민국 국민들을 집으로 데려올 것을 요구한다.
