[백악관 홈페이지에서] 부시 “北 위폐문제에 타협없다” [2006-01-27 08:46] 조지 부시 미국 대통령은 26일(현지시간) 북한 위폐문제에 대해선 “타협이 없다”고 말하고 그러나 북핵 6자회담에선 계속 진전이 있기를 바란다며 북한의 회담 복귀를 촉구했다. 부시 대통령은 이날 백악관 기자회견을 통해 위폐 문제에 대해 “누군가 미국 돈을 위조한다면 국민들이 정부에 이를 중단시킬 조치를 기대할 것”이라며 “우리는 우리의 법을 지키고, 미 국민의 화폐를 보호할 것”이라고 강조했다. 부시 대통령은 “누군가 우리 돈을 위조할 경우 이를 중단시키려 하는 게 당연하다”며 “그래서 우리는 북한측에 우리 돈을 위조하지 말라고 강하게(aggressively) 말하고 있고, 다른 나라들과 북한의 불법행위를 막기 위해 협력하고 있다”고 말했다. 그는 미국의 대북 금융제재에 대해 “이는 불법행위들로 번 돈의 이전을 차단하기 위한 것으로, 경제제재와 다르다”고 지적했다. 부시 대통령은 그러나 북핵 6자회담에 대해선 “계속 진전되기를 고대하고 있다”며 “6자회담은 궁극적으로 핵문제를 평화적으로 해결할 수 있는 틀로써 북한이 회담 테이블에 복귀하는 게 매우 중요하다”고 밝혔다. 그는 북핵 6자회담이 “희망적이고 긍정적”이라며 협상은 “어려운 결정을 그들에게 요구하며, 그들 중 하나는 핵무기고를 포기하는 것”이라고 덧붙였다. 부시 대통령은 테러 방지를 내세운 미국민들에 대한 도청 논란과 관련, 국가안보국(NSA)에 비밀도청 프로그램을 운용토록 한 자신의 결정은 합법적인 것이며 관련 법률의 개정에도 반대한다고 주장했다. 그는 9.11 직후 미 의회가 ‘테러와의 전쟁’에 필요하다면 무슨 권한이든 사용하도록 위임했다며 도청 프로그램은 “너무 예민하고 중요해서” 적들에게 그 핵심을 노출시킬 가능성이 있는 이의 법제화에 반대한다고 밝혔다. 그는 또 불어나는 재정적자를 줄이기 위해 의회 예산안에 대한 점검을 강화할 방침이며 필요할 경우 거부권 행사도 마다하지 않을 것이라고 말했다. 그는 특히 의원들이 지역구 예산 등에 자주 사용하는 은밀한 세출예산안들에 대한 개선을 모색하겠다고 설명했다./워싱턴=연합 ---------------------------------------------------------------- 다음은 미국의 the White House 의 홈페이지 http://www.whitehouse.gov 의 부시대텅령의 기자회견문에 있는 것임. Q Mr. President, last year your administration imposed a package of economic sanctions on North Korea. Now North Korea says it will not come back to the table in the nuclear talks unless those sanctions go. South Korea is warning of a dispute on the issue. Would you consider removing them, suspending them, making some gesture to get North Korea back to the negotiation table? THE PRESIDENT: Actually, I think what you're referring to is the fact that we're trying -- that we are cutting off the transfer of monies generated by illicit activities. When somebody is counterfeiting our money, we want to stop them from doing that. And so we are aggressively saying to the North Koreans, just -- don't counterfeit our money. And we are working with others to prevent them from illicit activities. That's different from economic sanctions. Q Fair enough. THE PRESIDENT: And, no, we think it's very important for the North Koreans to come back to the table. There's a six-party talk framework that is hopeful and positive for them. It requires them to make some difficult decisions, and, of course, one of them is to get rid of their nuclear arsenal. But we're more than willing to -- and want the six-party talks to continue forward. I think the framework is a framework that can eventually yield to a peaceful settlement of the issue. But the other issue is one that I just wanted to make sure I clarify for you why we're doing what we're doing. Jonathan. Q You see this as completely separate then, sir? THE PRESIDENT: I think -- Q There's no room to suspend them or -- THE PRESIDENT: Well, if somebody is cheating on us, we need to stop it. I mean, the American people -- if we know people are counterfeiting our money, they expect the government to act. And there is no compromise when it comes to, you know, "Hey, come back to the table so you can counterfeit our money; just counterfeit 20s and not 100s, or whatever it is?" I mean, no. We are going to uphold the law and protect the currency of the American people.
