부시의 취임사 구절들(김정일,후세인, 카스트로가 읽어야 할)

이 글은 부시 대통령의 취임사 중에서 일부인데 현명한 소수의 홈페이지
http://www.wisemid.org 의 주목할 만한 논설 및 여론 편에 있는 것인데 김정일, 후세인, 카스트로 등이 읽어 깨닫는 바가 있으면 좋겠다고 생각하여 高 文 昇 (韓國市民敎育思想硏究所 副所長)이 취임사의 일부분을 번역한 것임.

증오와 복수심의 지배를 깨트리고, 폭군(독재자)들의 위선들을 폭로하고, 선량한 사람들과 고통 받는 사람들의 희망을 보상해 주는 유일한 역사의 하나의 힘이 있는데 그것은 인간 자유 의 힘이다..

There is only one force of history that can break the reign of hatred and resentment, and expose the pretensions of tyrants, and reward the hopes of the decent and tolerant, and that is the force of human freedom.

우리들은 사건들과 상식에 의해서 하나의 결론에 인도된다.
우리나라에서 자유의 생존은 다른 나라들에서 자유의 성공에 점진적으로 의존하고 있다.
우리 세계에서 평화를 위한 최선의 희망은 모든 세계에서 자유의 확장이다.

We are led, by events and common sense, to one conclusion: The survival of liberty in our land increasingly depends on the success of liberty in other lands. The best hope for peace in our world is the expansion of freedom in all the world.

그리하여 우리의 세계에서 전제정치(독재)를 끝낸다는 궁극적인 목표와 함께 모든 나라와 문화에서 민주적인 활동들과 제도들의 성장을 추구하고 지원하는 것이 미합중국의 정책이다.

So it is the policy of the United States to seek and support the growth of democratic movements and institutions in every nation and culture, with the ultimate goal of ending tyranny in our world.

이것은 우선 무력의 과업은 아니다 설혹 필요한 때에 우리는 우리들 자신들과 우리의 친구들(우방들)을 방어할 것이지만.

This is not primarily the task of arms, though we will defend ourselves and our friends by force of arms when necessary.

전제정치(독재)를 끝내는 위대한 목적은 여러 세대들의 집중되었던 작업이다.
그 작업의 어려움이 그것(그 작업)을 피하는 구실은 아니다.
미국의 영향력은 상당 큰 것이고 우리는 그것(미국의 영향력)을 자유를 위하여 자신만만하게 사용할 것이다.

The great objective of ending tyranny is the concentrated work of generations. The difficulty of the task is no excuse for avoiding it. America's influence is not unlimited, but fortunately for the oppressed, America's influence is considerable, and we will use it confidently in freedom's cause.

우리는 다음과 같은 사실을 명백히 밝힘으로써 다른 나라 정부들의 개혁을 격려할 것이다.
다음--우리나라들 사이의 관계에 있어서 성공은 그들 자신들의 국민들에 대한 착실한(남보기 흉하지 않은) 대우가 요구 될 것이라는 사실을 분명히 밝히는 것.
인간의 존엄성에 대한 미국의 신념은 우리의 정책들을 인도할 것이다; 게다가 인간의 권리는 독재자들의 인색한(마지못해하는) 양보들 보다 더 더 좋은 것임에 틀림이 없다; 그리고 인간의 권리들은 자유로운 불찬성(不贊成)에 의해서 확보 되는 것이고 피지배자(被支配者)의 참여(參與)에 의해서 확보되는 것이다.
결국 자유가 없는 정의(正義)가없으며, 인간의 자유가 없이 인간의 권리가 있을 수 없다.

We will encourage reform in other governments by making clear that success in our relations will require the decent treatment of their own people. America's belief in human dignity will guide our policies, yet rights must be more than the grudging concessions of dictators; they are secured by free dissent and the participation of the governed. In the long run, there is no justice without freedom, and there can be no human rights without human liberty.


우리는 영원한 노예제도의 가능성을 받아드릴 수 없기 까닭에 영원한 전제정치(독재)의 존재를 받아드리지 않는다.
자유는 자유를 사랑하는 사람들에게 찾아간다.
오늘 미국은 세계의 사람들에게 새롭게 말한다:
폭정과 절망 속에서 살고 있는 모든 사람들은 다음과 같은 것을 알게 될 것이다.
다음---미합중국은 당신들의 억압을 모르는 체 하지 않을 것 이고, 당신들의 압제자들도 용서하지도 않을 것이고, 당신들이 자유를 위해서 일어설 때에 우리는 당신들과 함께 일어설 것이다.

We do not accept the existence of permanent tyranny because we do not accept the possibility of permanent slavery. Liberty will come to those who love it.
Today, America speaks anew to the peoples of the world:
All who live in tyranny and hopelessness can know: the United States will not ignore your oppression, or excuse your oppressors. When you stand for your liberty, we will stand with you.

억압과 감옥,혹은 망명에 직면해있는 민주적 개혁자들은 미국이 당신들이 누구인가에 대하여 당신들이 미래에 당신 나라가 자유를 찾은 때의 지도자라는 것을 알고 있는 것을 알 수 있을 것이다.
불법 정권의 통치자들은 우리가 에이브러햄 링컨이 했던 다음과 같은 말을 아직도 믿고 있음을 알 수 있을 것이다.
다음--- 다른 사람들의 자유를 부인하는 사람들은 그 자신들도 그것(자유)을 가질 자격이 없으며, 정의로운 하느님의 지배아래서 그것(자유)을 오래 유지할 수 없다.

Democratic reformers facing repression, prison, or exile can know: America sees you for who you are: the future leaders of your free country.
The rulers of outlaw regimes can know that we still believe as Abraham Lincoln did: "Those who deny freedom to others deserve it not for themselves; and, under the rule of a just God, cannot long retain it."
