2008년 3월 5일 대한민국 서울특별시 청와대 이명박 대통령 귀하 존경하는 이명박 대통령님께 下記 서명인들은 美수도 워싱턴에 소재한 [북한자유연대, North Korean Freedom Coalition]를 대표하여 이 편지를 드립니다. [북한자유연대]는 미국인들과 한국系 미국인들로 구성된 인권과 종교 단체를 비롯하여 65개 시민단체들이 결성한 연합단체로서 수백만 미국시민들이 현재 저희 연대에 동참하고 있습니다. 이 대통령님이 취임하시기 직전, 한국에서 매우 중대한 사건이 벌어졌고, 그 사건에 관하여 이 대통령 정부의 신속한 조치를 요청하기 위해서입니다. 한국 언론보도에 따르면 舊正 연휴 첫날이었던 2008년 2월 7일 아침에 22명의 북한주민들이 고무보트 2척을 타고 西海로 나갔다가, 2월 8일 새벽에 연평도 부근에서 표류했다고 합니다. 이들은 북한 황해남도 주민들로서 로氏란 주민의 가족과 친척이, 10代 를 포함하여, 13명이었고 나머지 9명은 로氏의 이웃이었다고 합니다. 이들은 2월 8일 새벽 5시 반, 한국 해군함정에 발견되어 구조되었고, 해군함정은 한국 당국(통일부, 국정원, 합참본부)에 이 사건을 곧 보고하였고, 22명 북한주민들은 당국이 인수하였다고 합니다. 그날 아침 8시 20분경 북한은 핫라인을 통하여 한국 해군함정과 접속하여, 22명 북한주민은 서해바다에서 사고로 표류한 것이지 북한을 탈출한 사람들이 아니니까 다시 북한으로 돌려보낼 것을 요구했다고 합니다. 한국 국정원은 이 사람들을 고작 4-8시간만 조사하고, 이들이 한국으로 귀순할 의사가 없다는 것을 확인한 뒤, 같은 날 저녁 6시 30분, 판문점을 통하여 북한으로 돌려보냈다고 합니다. 저희는 이 사건이 2월 16일경 처음에 어떻게 한국 국민들에게 알려졌는지 잘 모르지만, 저희는 인터넷과 신문지상을 통하여 이 사건을 알게 되었습니다. 그러니까 국정원은 그 일이 일어난 후 8일간 그 일을 일체 비밀에 부쳐 국민들에게 알리지 않은 것입니다. 대통령님도 아시겠지만, 북한에서는 일가족이 배를 함께 타는 것은 절대로 허락되지 않습니다. 저희들은 이 사람들이 설날 연휴에 바닷고기를 잡으러 보트를 타고 험한 바다로 나왔다는 것을 믿을 수 없습니다. 더구나 그 후 신문지상에 발표된 기사에 의하면 이 사람들이 북한으로 돌아가는 즉시 全員 북한보위부에 체포되어 비밀리에 처형당했다는 소문까지 나돕니다. 대통령님, 취임하신 뒤 시급한 國事들이 많은 것은 저희들도 잘 압니다만, 이 사건은 새로 출범한 정부에서 가장 중요한 문제이며 최우선적으로 해결해야 한다고 저희들은 믿습니다. 저희 연대에는 북한인권운동에 10년 이상 종사한 회원들이 여럿 있는데, 그들은 수많은 탈북자들을 도운 경험으로 미루어 하나같이 이번 사건에 관련된 22명 북한주민들은 자유를 찾아, 더 나은 삶을 찾아 자유대한으로 탈출한 것이지, 절대로 바다에서 표류한 것이 아니라고 믿습니다. 그들은 대한민국 헌법에 따라 대한민국 국민들이기도 합니다. 그럼에도 불구하고 한국 당국에서 아무리 길어야 겨우 8시간 조사한 뒤, 그들이 원했든 원하지 않았든, 그들 전원을 즉각 북한으로 돌려보낸 조치는 참으로 이해하기 어렵습니다. 저희들이 알기로는, 이런 일이 있으면 한국의 당국에서는 북한주민들이 한국에 들어온 이유를 밝히기 위하여 최소 1개월간 조사한다고 들었습니다. 만일 이 사람들이 북한에 돌아가서 처형당했거나 저 惡名높은 정치범수용소에 보내졌다면, 그것은 노무현 前 정권이 용서할 수 없는 잘못을 저지른 사건으로, 이명박 現정부는 그 잘못을 지적하고 징계해야 할 것입니다. 그런 뜻에서 저희들은 이명박 정부가 다음과 같이 긴급한 조치를 취할 것을 요구하는 바입니다: 1) 이번 22명 북한주민 북송사건에 관련되었던 한국 당국 관계부처들 – 통일부, 국정원, 합참본부, 경찰청은 그 사건에 관련된 모든 자료들을, 22명 북한주민들의 사진, 신상명세서, 진술(書面과 녹음된 증언들) 기록들을 전부 공개해야 할 것입니다. 만일 이 사건에 관련된 관리 요원들이 북한주민들을 본인들의 의사에 반하여 북송했다면, 도저히 이해할 수 없는 그 무책임한 관리들을 즉시 조사하여 범법사실을 법정에서 밝히고, 유죄로 판명되면 응당한 처벌을 받아야 할 것입니다. 2) 한국 정부는 북한정권에게 지난 번 북송된 22명 북한주민들이 처형되거나 감옥에 갇히지 않았다는 것을 확실하게 뒷바침할 물증을 요구하고, 아울러 이 사람들이 앞으로도 지난 번 사건으로 인하여 그 어떤 처벌도 받지 않을 것이란 공식선언을 요구해야 합니다. 북한정권이 뚜렷한 증거 제시도 없이, 말로만 이들 주민이 모두 무사히 귀가했다는 발표는 믿을 수 없습니다. 이들 22명 북한주민 보트피플 사건 진상과 그들이 북한으로 돌아가서 어떤 일이 벌어졌는지, 그들의 운명과 生死의 진실을 밝히지 못하고 이 사건이 흐지부지 사람들로부터 잊혀지면 절대로 안 됩니다. 북한자유연대 March 5, 2008 The Honorable Lee Myung-Bak President of the Republic of Korea The Blue House Seoul, Korea Dear Mr. President: We are writing on behalf of the North Korea Freedom Coalition, a nonpartisan group of over 65 American and Korean-American human rights, religious, and non-governmental organizations representing millions of American citizens. Shortly before you took the office, a very serious incident occurred in South Korea to which we request prompt action by your administration. In the early morning hours of February 8, 2008, during the New Year holidays by the lunar calendar, twenty-two (22) North Koreans drifted to South Korean waters in the Western Sea near Yonpyong Island. These people were from Hwang Hae Nam Doh Province, and thirteen (13) of them were from the same family identified as Roh and relatives (including teenagers), and nine (9) of them were neighbors, respectively, according to the news reports. They were spotted and picked up by the South Korean Navy around 5:30 A.M. The Navy reported the incident to the ROK authorities (Ministry of Unification, National Intelligence Service, and Joint Chiefs of Staff) and they were handed over to the authorities. At about 8:20 A.M., North Korea contacted the ROK Navy boat via hotline, and demanded return of the twenty-two (22) North Koreans they claimed drifted to South Korean waters by accident. The ROK National Intelligence Service interrogated these individuals for only four to eight (4-8) hours, confirmed that the boat people did not want to defect to South Korea, and returned them on the same date back to North Korea via Panmoonjom at about 6:30 P.M. We are not sure how this incident was known to the public initially on February 16th, but it appears the ROK authorities did not want to make it public for eight (8) days, until the incident was reported on the internet and in the news media. As you know, Mr. President, North Korea never allows a family to go on a boat together. We find it very doubtful that these people really came out to the sea for fishing. Furthermore, it was reported that all twenty-two (22) people may have been all executed secretly by the North Korean National Security Bureau when they were repatriated to North Korea. The North Korean authorities on February 28th denied the allegation that these individuals were all executed. We realize you have many pressing demands on you as you begin your administration, but this incident is and should be of the utmost importance to your administration. Members of our coalition, many of whom have worked on North Korean human rights issues for over ten years, believe strongly that these people came to South Korea risking their lives to seek freedom and a better life. They are, by the Constitution of the Republic of Korea, citizens of South Korea. The fact that the South Korean authorities sent them back to North Korea, whether they wanted to go back or not, after at most, only eight (8) hours of interrogation, is deeply disturbing. In cases such as these, the South Korean authorities generally spend at least one month interrogating North Korean asylum seekers to determine if they came to South Korea by accident or on purpose. If they were executed or sent to the infamous political prison camps in North Korea, it is not just disturbing but this action by the outgoing South Korean administration should be strongly condemned by your administration. We request the following: 1) The South Korean authorities who were involved in this incident, Ministry of Unification, National Intelligence Services, Joint Chiefs of Staff, and the National Police, must disclose all documents and records regarding this incident now without delay, including the photos, identities, and statements (both written and recorded) of the twenty-two (22) people returned to North Korea. If there is any evidence that they were repatriated against their will, the officials responsible for this incomprehensible and irresponsible action must be investigated, brought to justice and punished for their action. 2) The South Korean government must demand of the North Korean government verifiable proof that these twenty-two (22) people were not executed or sent to prison, and their public guarantee these people will not be punished in any way because of this incident. We cannot and should not rely on claims by the North Korean regime that they are all safe without evidence to prove this claim. Please do not let these twenty-two (22) boat people from North Korea be forgotten without finding out the truth of this incident and what happened to them when they were sent back to North Korea.
