12월 10일날, 헤이그에 위치한 국제형사재판소(ICC)에 탈북자 증인 150명의 이름으로 탄원서를 제출하게 됩니다. ICC의 조속한 예비 심사와 절차 진행을 촉구하며 이 중요한 탄원과 작업을 지지하기 위하여 서명을 부탁드립니다. 수잔 솔티가 전달해온 아래 내용을 참조하시기 바랍니다.

한국에서 이미 하신 분들 것은 한국에서 직접 가져가오니 중복하지 마시고, 서명하지 않은 분들에게로 전달해 주십시오.
한국의 지금 서명 집계는 56만명 이라고 합니다.

ICC 탄원을 위한 호소 --- 12월 7일까지 여러분의 동참이 필요합니다:

as the petition will be hand-delivered next week to the ICC.

This petition is in support of the North Korean defectors who are appealing to the International Criminal Court requesting a preliminary examination and/or investigation on crimes against humanity being committed in North Korea.
이 서명은 북한 내에서 저질러진 반인도적인 범죄에 대한 조사와 예비 검사를 국제형사재판소에 요청하는 탈북자들을 지원하기 위함입니다.

This appeal has already been endorsed by David Hawk, Rabbi Abraham Cooper and of course, the North Korea Freedom Coalition, and many NGOs in Canada and South Korea.

APPEAL FOR ACTION
by
100 activists and intellectuals from around the world
to stop the crimes against humanity and
dismantle the gulags in North Korea

Whereas despite repeated urges by the United Nations to respect human rights and fundamental freedom, specifically, through the resolutions of the General Assembly (“UNGA Resolutions”), the Democratic People’s Republic of Korea (“North Korea”) continuously remains among the most serious and very worst violators of human rights in the world;

Whereas in particular the perceived wrong-doers and wrong-thinkers in North Korea are classified as enemies of class, subjected to enforced disappearance by state authorities without due judiciary process, and imprisoned at remote penal colonies (“political prison camps” or “gulags”), known as “kwan-li-so.” Once imprisoned, the inmates are subjected to slave labour, usually for life, and other atrocities, including beatings, tortures, induced starvation and executions;

Whereas it is known that there are six such camps in North Korea imprisoning some 150,000 to 200,000 inmates, located at Kaecheon (39.579 N, 126.068 E), Yoduk (39.727 N, 126.845 E), Hwasong (41.3 N, 129.2 E), Bukchang (39.554 N, 126.065 E), Hoeryong (42.536 N, 129.935 E), and Chongjin (41.9 N. 129.7 E);

Whereas in addition, thousands of North Koreans, forcibly repatriated from China and suspected of having had contacts with South Koreans or Korean-Chinese churches or other religious personnel while in China, are imprisoned in penitentiaries known as “kyo-hwa-so” and subjected to extremely brutal inhumane punishment;

and
Whereas in the absence of concrete actions for remedy and redress, a group of victims and eyewitnesses of such atrocities and brutalities, who defected to the Republic of Korea (“South Korea”), are appealing the International Criminal Court (“ICC”) to undertake a preliminary examination and/or investigation to ascertain if they constitute “crimes against humanity” as defined under the Rome Statute of the ICC:

Therefore, in support of their initiative as well as for eradication of the crimes against humanity being committed in North Korea and the dismantlement of its gulags, we, as activists and intellectuals concerned from around the world, appeal and urge as follows:

1. We urge the ICC to undertake a preliminary examination and/or investigation, in response to the appeal of the group of North Korean defectors dated December 3, 2009;

2. We urge the UN Security Council to take prompt measures pressing North Korea to stop crimes against humanity and dismantle its gulags; and

3. We urge the UN Member States, who have sponsored and/or co-sponsored the UNGA Resolutions, to introduce and/or strengthen the issues of state responsibility and individual accountability as well as the responsibility to protect within the next UNGA Resolution.

ICC 조사 촉구를 위한 “북한 반인도범죄 피해자 150인 탄원서 발표"


“북한 반인도범죄 ICC 예비 조사와 유엔 조사위원회 구성” 촉구를 위한 탈북 피해자 “북 "북한 반인도범죄 ICC 예비조사와 유엔 조사위원회 구성” 촉구를 위한 탈북 피해자 150인 탄원서 발표"




- 11월 6일 반인도범죄조사위원회 대표단은 ICC 검찰부 인사를 만나 ICC에 예비 조사(Preliminary examination, 로마조약 15조) 제도가 있음을 확인했다. 우리가 북한의 반인도 범죄에 대한 ICC 조사를 정식으로 요구하게 되면 ICC에서는 예비 조사에 착수할지 여부를 진지하게 검토하겠다고 했다.

- 이에 북한 반인도범죄 피해자인 150인 탈북자는 ICC가 가능한 빨리 북한의 반인도범죄 실상에 대해 조사해 주기를 촉구한다. 150인 탈북 피해자는 모두 북한의 구금 시설에서 끔찍한 고문을 직접 겪거나 옆에서 본 사람들이다.

- 우리는 또 ICC 예비 조사 요청과 더불어 유엔 차원의 “북한 반인도범죄 조사위원회” 구성을 유엔 안보리와 사무총장, 유엔 인권고등판무관에게 촉구할 것이다. 지난 3월 수단의 현직 대통령 알 바시르에게 체포 영장이 발부된 것도 그 시작은 유엔 조사위원회(Commission of Inquiry) 구성 부터였다.

- 우리 150인 탈북 피해자는 ICC 예비 조사에 적극 협력할 것이다. 또 유엔 산하의 “조사위원회”가 구성을 위해 노력하고 이에 적극 협력할 것이다. 우리 150인은 ICC와 유엔이 원하면 언제, 어디서든지 인터뷰, 조사, 및 증언을 할 용의가 있다.

- 이에 우리는 이 탄원서를 국제형사재판소, 유엔 사무총장, 유엔인권고등판무관에게 발송한다.

- 또한 우리는 12월 9일 헤이그로 가서 북한의 반인도 범죄 체험담을 직접 증언하려고 한다. 우리는 북한 반인도범죄에 대한 증거들을 최대한 수집하여 12월 10일 ICC를 방문하여 직접 제출할 것이다. 우리는 ICC가 북한의 반인도범죄 실상을 철저히 조사할 수 있도록 최대한의 도움을 제공할 것이다.

    미침놈들.... 고만 한국까지 무사히 왔으면 조용하게 살 노릇이지 무슨 개나발들이 그리 많나? 니들이 김정일이 죽이는데 서명한다고 갸가 죽을거 같나? 개뿔두 꺼부적대지 말고 조용하게 살아라들... 이구, 한심해서 말이 다 안나온다.
