In regard to the moving essay "Great Leadership" by Suki Kim (editorial page, Oct. 16): Driven by famine and brutal oppression, hundreds of thousands of North Korean refugees have fled to China. There, they still face tremendous suffering as the numerous gut-wrenching letters from them to Radio Free Asia (RFA) indicate. One typical letter states, "But the Korean-Chinese people abused us because we couldn't speak Chinese. They arranged jobs for us but took our wages. All of us North Korean refugees have nowhere to go to complain. This has lasted for six years. I don't know what to do now. I have thought many times about committing suicide."
10월 16일 사설란에 실린 수키 김 씨의 논설, “위대한 영도력”이란 감동적인 글을 읽으면, 북한에서는 기아와 야만적 폭정에 몰려서 수십만 난민들이 중국으로 도망나왔다고 한다. 자유아시아방송으로 보낸 그들의 참혹한 편지를 보면, 그들은 지금도 상상할 수 없는 수난을 겪고 있다. 그런 편지들중 하나는, “중국에 사는 조선족들은 우리가 중국말을 못한다고 우리를 괴롭힙니다. 그들은 우리들에게 일자리를 얻어주지만, 우리들 월급을 가로 챕니다. 우리 탈북민들은 어디 가서 하소연할 데도 없습니다. 지난 6년간 그렇게 지내왔습니다. 이제 어찌할 지 모르겠습니다. 그동안 여러번 차라리 죽어버릴가도 생각했습니다.”

Also, the Chinese police periodically conduct raids, each rounding up hundreds of the refugees. The police immediately arrange for Chinese soldiers to send the refugees to certain torture and death in North Korea. In one particular case, after the soldiers handed a refugee over to the North Korean guards at the Chinese-Korean border, " seized her and another speared her hand -- the soft part between thumb and forefinger -- with the point of a sharpened steel cable, which he twisted into a leash. 'She screamed just like a pig when we kill it at home in the village,' the soldier later told his relative. 'Then they dragged her away.'"
중국공안은 이 난민들을 수시로 검문하여 수백명씩 잡아가곤 한다. 중국공안은 이들을 즉시 중국군대에게 넘겨서, 고문과 죽음이 기다리는 북한으로 강제송환한다. 어떤 지독한 경우에는, 중국군인이 한 탈북여성을 북한요원에게 넘기자, 북한요원은 그 여자 손바닥을 철사로 꿰뚫어서 끈에다 잡아매는 짓을 했다. 그 여자는 도살 당하는 돼지처럼 비명을 지르며 잡혀갔다.

While this brutality occurs month after month, many members of the Chinese Communist Party (CCP) send their adult children to the United States to study, to work and to live permanently. Ultimately, they take advantage of lenient American immigration laws and arrange to bring their parents here to savor the good life. These privileged Chinese enjoy the freedoms and prosperity of the U.S. even while their relatives and other comrades in the CCP orchestrate the brutalization of helpless Korean refugees.
이렇게 잔인한 일이 중국-북한 국경지대에서 한없이 벌어지고 있는데, 중국공산당 간부들은 자기 자식들을 미국으로 공부하러, 취직하러, 영주하러 보낸다. 그들은 미국이민법을 이용하여 자신의 부모들까지 미국에서 잘 살자고 데려온다. 이들 특권층 중국공산당 사람들은 미국에서 자유와 풍요를 누리면서, 아무 힘도 없는 북한난민들을 조직적으로 괴롭히며 강제북송해오고 있다.

The time has come for Washington to address this sickening hypocrisy. Namely, we Americans should give Beijing an ultimatum: If Beijing does not allow the North Korean refugees to transit freely through China to reach sanctuary in the U.S., Japan or another democracy, then Washington (in alliance with other Western governments) shall (1) prohibit any CCP member or his relatives from entering any Western country and, (2) deport all CCP members and their relatives who are residing in a Western nation but who do not possess its citizenship.
이제 미국정부는 이런 중국정부의 위선적 만행을 뿌리채 뽑을 때가 되었다. 미국정부는 중국정부에게 마지막 통고를 보내야 한다: 만일 중국정부가 탈북난민들을 미국, 일본, 기타 민주국가에 무사히 자유롭게 보내주지 않는다면, 1) 미국정부도 (서방국가들과 공조하여) 중국공산당 당원들과 그 가족들이 서방국가에 입국하지 못하게 하는 것, 2) 지금 서방국가에 거주하는 비시민 중국공산당 당원들과 그 가족들을 전부 중국으로 추방하여 돌려보내겠다는 방침을 전해야 한다.
